FWIW, my Debian Perl 5.8.7 does not complain regardless how I start
amavisd-new, tried it with Net::Server 0.87 0.90 0.93

> vscan:x:30:30:Amavis daemon:/var/empty:/sbin/nologin

What OS is running here? Don't know but, shouldn't the
amavisd-new user have uid/gid >= 100?
