It was done on purpose, but perhaps not to everyone's liking.
The 2.4.1 will squeeze a list through a 'unique' to discard
successive duplicates. I believe it is already so in 2.4.1-pre1.
If it's the same issue as duplicating queue ids then it's in 2.4.1-rc1 ;-)
