The missing bit is probably the absence of a CC_OVERSIZED entry in the
%quarantine_to_maps_by_ccat hash:
$quarantine_to_maps_by_ccat{+CC_OVERSIZED} = ['clean-quarantine'];
(the 'clean-quarantine' is one of the entries in %local_delivery_aliases
hash, which you can extend if necessary).
