Tenant awareness of the TokenProvider is not properly implemented. It defines
'regular' service dependencies with the TokenStorageProvider,
OAuthNonceStorageProvider and OAuthServiceConsumerRegistry. The first two are
not implemented tenant aware, nut the last one is. They should all be
implemented tenant aware.
