Split the core.loghandler

The core.loghandler bundle does two unrelated things:
# Output log messages to the console.
# Forward JDK log messages to the LogService.
I see no reason why these two features should always be deployed together, so I
propose we split this bundle up in two:
# core.log.console
# core.log.forwarder.jdk
