Removed custom workdir configurations for:

1) Fileinstall - Removed cachedir setting used for caching. Implementation 
defaults to bundle storage.

2) ConfigurationAdmin - Removed required single workdir configuration which 
fails in multi-tenant deployment. Implementation defaults to bundle storage 
which we can transparently manage for multi-tenant deployment.

3) UserAdmin FS storage - Removed required single workdir configuration and 
internal logic that dealt with multi-tenant deployment. Implementation now uses 
bundle storage which we can transparently manage for multi-tenant deployment.
