Include themes in dashboard plugin instead of retrieving them from jqueryui.com

Currently, the themes are downloaded on demand from jqueryui.com. When this
site is slow, down or unavailable (i.e. no internet connection) this effects
the dashboard. So it would be better to include the themes into the dashboard
plugin.
