My own option (#4) will not work if we want to use this mechanism to also provide the tenant configuration, because only after the tenants have been configured will the "normal" CA come up. It therefore cannot get the tenant configuration and pass it on to the management agent. For "other" configuration that needs to be passed to the management agent, this is not an issue.
