The file didn't change on the remote end. And this type of problem happens
EVERY time I try to resume a transfer. The interruptions happen on the
remote end. I have a 24/7 ADSL connection here. I think I've seen it calculate
a checksum or something when SENDING a file to be resumed, but no indication
of that when RECEIVING.

What's really bizzare here is that if the file was bad, I'd expect it to do
what it's doing with the .# appended to the end. However from looking at
the messages I'm getting, it TRIES to resume from the exact point it left
off, but appends the .# anyway. Since this new file doesn't have that much
data in it (0 bytes actually) it fails to append at that offset.

Using 3.2 here and have tried receiving from AmIRC, mIRC, PIRCH and BitchX
now with exactly the same results. Can reproduce it every time by sending a
file from the PC on my LAN to the Amiga and aborting it, then trying to
restart it.

Thanks for looking into this.
