Quite simply you are behind a firewall at your ISP. I had the exact same
problem when I first got my ADSL service. My solution was to contact my ISP
and ask them to move my account to a non-firewalled server. Since then I've
had no problems with DCC transfers and chats in either direction.
Optionally, you can look into using TIA. See Robert Reiswig's message
regarding that option.
