On BAMA I don't suggest IE. Use an FTP program and check anonymous.
There is an alternate site that you can use IE. http://bama.edebris.com/manuals/ It has never asked for a user name and password.

I have had BAMA ask me for a username and password (with Internet Explorer), then a couple hours later it didn't require it. Seems to be an intermittent thing. Give it another try.73, Don W2DAS
