Be sure your TNC-3S is setup for full Duplex, otherwise as long as WiSP 
hears a data carrier from the satellite it will not assert PTT.  Also, 
in the Satellite Setup, TNC Settings Tab, be sure that "Test for Smack 
TNC" is not checked.  There is a bug in this test and it was never 
implemented.  What switch settings do you have set on the rear of your 
TNC-3S?
