I heard a story about a similar situation here in Canada. A certain prof taught a course on something like circuit design and he had the students build a small transmitter as a project. I'm not sure about the details but, from what I understand, he had them write the appropriate amateur radio certification exam in order to comply with federal regulations, finding out about it after the fact.
