considering your remark at the bottom, I will not give you any extra 
hint about different programs ;-))
and BTW, the one I sometimes use can introduce itself as ANY browser

well, thank you.  ;-)  Also people still fighting with lousy ISPs and 
by-the-minute, slooooooooow Internet connections.....
And some sites have such a stupid structure that if you save same 
pages to check them offline you don't have a chance to keep 
navigation without editing them. Grabbing the whole site lets you 
save that. 

I respect Marco's point of view - also because is providing a link to 
download the whole site, zipped. And I understand your problem, 
considering the specific content of your website, and the use 
somebody did of it. 

But please explain to me what the problem is if I download, let's 
say, www.scantips.com to study it without  making my Telco even 
richer... I can only imagine the 300_requests_in_a_minute being a 
problem, but what if I navigate your site and request 10 pages at the 
time: wouldn't that generate the same kind of traffic (actually, even 
more, if my browser's cache has been flushed since my previous visit 
and all the images need to be requested again)?
