Try running analog with -setting to have it tell you what it is and is
not including. There might be one you are missing.

analog  G +g/home/stuartl/analog/depts/depts_dir.cfg \
  +C"LOCALCHARTDIR >> /home/stuartl/depts/finehost/charts/%Y%M" \
  +C"FILEINCLUDE /finehost/*" \
  +O/home/stuartl/depts/finehost/report.html \
  -settings

Of course, adding the +C"FILEEXCLUDE *" to the command line won't hurt
and guarantees the behavior you want.
