You need both. The data plan is used to register your Google account
with the phone.

Because you cannot set up WiFi until you register your Google account
with the phone.

Now, some phones do not require the up-front Google account
registration, as I understand it. Those phones can be activated
normally, and then you can use WiFi for when you do indeed need to
provide the Google account (e.g., to access the Android Market).
