There should've been a question explicitly - "May we publish your application to the Android Application gallery? " before asking "May we tag it with your name...".
The question about the name appears to be in the context of disclosing the information to the judges and not to the Application gallery. I too think that there needs to be another round of querying for people who may have already responded yes, before publishing this information publicly.
