The point that it is Google's business choice is un-contestable. It is
really up to Google (as it was up to them to extend deadlines in the
middle of the contest, or change rules and criteria) moreso when
Google cannot justify how some winning applications landed in the top
50 if the published criteria were objectively used.

Lots of the developers that submitted entries decided on the
applications to develop based on the criteria. A 7-day weather
forecasting app is an easy and obvious idea to come-up with but
because of criteria 1 that said "Originality" many did not develop
that kind of app (as a matter of fact there was a very similar
application used by plusminus just an android demo).

It would have been easier for the loosing entries if Google did not
have any criteria and just announce the judging is subjective with the
judges judging purely based on how they feel about the entry.

True Google owns this contest but this contest was in effect a public
contest with the entrants spending both money and time for the sake of
the contest. The entrants have at least the privilege to know.

BTW, I did not submit an entry.
