I like it. It puts control where it belongs, with the developers. Smart devs will still discipline themselves into a few hundred well-chosen words. Spam-meisters will no doubt stuff in the full 4000, and I say, let them. I can't believe it will benefit them.
But if you really need more than 325 chars, now you have it. I know some of my apps can use another couple hundred, just to list useful features. Others will probably not need it.
