I am using classic Helios 3.6.1 with ADT 8.0.1 so both issues should be resolved.
An easy way to replicate the issue is to get code assist with a partial entry having several possibilities, such as: WebView web; ... web.g <ctrl-space> I then wait 30 seconds to two minutes. I have tried in a fresh project and a production project, both with the same result. I verified that I do have some components of WTP but JAX-WS proposals are not listed on the list. These appear to be bundled for XML editing.
