Let me guess - you're American, right? Out here in the "rest of the world", if we took that attitude, we'd be out of business. So we sell to anyone who will pay, and cope with the complexity - and it turns out to be not as complex as you fear. But in the specific case of Amazon, they have no such excuse: they are a huge company that is already selling worldwide.
