Do you really want Android Market application submissions to include
some kind of testing and approval process?
Perhaps they would check that the UI is sufficiently pretty, as well?
And sometimes reject applications with explanations that seem
unsatisfactory?
Perhaps as well, Google should require developers to purchase
Google-brand computers (with preinstalled Eclipse and adb drivers for
authorized development devices)?
Would this be called iAndroid?

This is exactly why Lorenz is right to suggest that this is something
Google should do: because only Google is in the perfect marketing
position to make sure the tool actually gets used. Also because as you
hint, it is a major task, and Google certainly has the resources for
it. I doubt that Lorenz does, I know I don't. Device Anywhere might,
but again, they are not going to expend the effort without a
reasonable guarantee that it gets used.
