Correct, since there is no longer Google group for Market, this group is your best bet.....
As far your question: You don't need a "company", in the legal sense of the word to sell apps. As long as you paid your $25 fee with a US credit card with a US billing address, your account should be in the US. You will also need a US bank account to receive payments. But once you do that, you can sell your app wherever you are.... How do I know this? I am also in the exact same situation -- I am a US citizen living in Singapore and I sell my apps with a US account. I actually tried to move it to Singapore, but, even though Singapore is a country where you can sell apps from, there is no Singapore development agreement listed.
