I doubt it. You can try finding the answer to your question here: http://developer.android.com/guide/market/billing/index.html Maybe a workaround which would work is, to find someone you can trust who lives in a country from where it's possible to sell apps. Then you can use his/her account for selling apps and can offer the person part of the revenue.
