Excellent. So, yesterday we deleted our APKs (we have multiple for the same 
app) and then re-added and re-activated them, but purchases would not work. 
Prior to doing so, I could only get purchases to work with one of our three 
test users, but after re-adding the APKs, it worked for none of the test 
users. Additionally, we tried to unpublish and publish all of the products 
(NOT delete them). Eventually, after waiting an hour or two, purchases 
started to work again, and this time, for all of our test users.

Since you said you didn't have to do anything to the products, my suspicion 
is that we simply had to wait a bit of time after deleting and re-adding 
the APKs for everything to take effect.

As for why we could originally only get the purchasing to work with one of 
our test users – the only reason I can imagine is that we added the other 
test users (the ones that turned out to not work) after the APK was already 
uploaded, whereas the test user that was able to make purchases was present 
before the APKs were added. Any other ideas?

In-app Billing is really a mess.
