I'm using a G1 with the old non-Android (read: "Wifi only") data plan. The only downside that I've seen is the loss of connectivity outside of your Wifi networks. But if you're developing from inside a wireless network, it makes no difference. You can still buy apps on the market, and use all the usual network-based software.
