He doesn't want "legal or business advice". He wants a clarification of Google's policy regarding the implementation of a specific feature.
That is not an unreasonable request, and if this is not the venue in which to ask for such a clarification, then how exactly are developers supposed to go about getting such clarification? Just implementing a feature and seeing what happens is a risky and less-than-ideal course of action.
