Mark, I perfectly understand where you are coming from and support the motion. The 'parcel' shell would be fine, I can see how it will be welcome amongst Java devs (e.g. Grails does the same). Something I would like to get more details on is the storage mechanism of parcels on a local machine (maven repo has an advantage here, but of course, not everyone is using maven). If it can be made not too prescriptive regarding the project structure, it will have more success.
Your reusable components http://commonsware.com/cwac are an ideal testbed for the concept, would love to see what you got already.
