A generic linux distribution of your choice that works well with the hardware is probably the best solution for netbooks. E.g. many netbooks do not have UMTS modems, and UMTS modems usually are not usuable for voice calls, and again most netbooks do not have touch screens. So some of the major parts of the current hardware requirement list for Android is not met by 99% of the netbooks out there.
