We are not blocking any class of devices. The SIM card is used to determine region availability which can cause unexpected quirks in what you can see, and non-production build IDs don't have access to copy-protected apps. Aside from that, there is no "blocking" going on. These system images are unsupported, so it would not at all surprise me if they have some issue which is breaking the Market client.
