Ok my mistake. I now what active install means because I have two apps in the 
market and it's behaviour is just as I described.

Something is very fishy.
 
My guess is that Google doesn't really know who has actively installed what 
app. So when the numbers seems to low, they randomly add some back to make 
everybody happy.

What is really bad about this is the "active install" is used in the market 
ranking algorithm. So on the days of "active install tax refund", you'd see the 
rankings get a big shake down. Well, this time it moved my app up by 6 places, 
so I guess I shouldn't be complaining .....
 
... but I don't think this is right.

It gives me a warm and fuzzy feeling when those numbers change at will and 
without any explanation. It could be worse they could drop.

didn't change all that much, for the sake of this argument is stayed constant.
