The way I read it, the distinction lies in the Product. If you try to
monetize an app, what you cannot do is to install a free "teaser" that
directs to a place off market where you charge for that Product (i.e.
app). The same applies to micro payments in games where you offer
developer created levels, or similar.
Where I see a line is if you build a System (let me coin this term)
that consists of an Android app, and a non-app component, such as a
user accessible upload to a website that you run and where users can
upload their own content - in such a scenario, you can charge for that
upload, if you chose to do so. This is similar to newsreader apps that
display content that, say AP, charged for.
