This is correct, I got stung with this. I submitted Daisy Garden to the ADC2 with the name just so. Then when I came to upload the non-ADC version to the market I found that the app names are required to be unique, not just the package names. This is a little frustrating since, to my knowledge (admittedly limited because I wasn't following the process very carefully this time), this was never mentioned in the guidance for submitting an application.
My workaround was to change the name of the market app to "Daisy Garden" (two spaces). The name matching was dumb/kind enough to let this through. I'm hoping that the ADC2 entries will eventually be expunged from the market and then I can revert the name.
