I noticed that the SDK License section 3.1 says this, "Subject to the terms of this License Agreement, Google grants you a limited, worldwide, royalty-free, non- assignable and non-exclusive license to use the SDK solely to develop applications to run on the Android platform."
That would seem to preclude the use of the emulator for people like testers that may not have an actual Android device, but are willing to test software, or for tech support people to test, setup and work out configurations on easily re-staged virtual devices, without tying up their users' actual Android mobile devices. This restriction of the license doesn't seem to be well known.
