Seems like it should be a little broader, something like "to develop
and test applications or to provide support for Android devices".
That would also preclude piracy (which is illegal anyway so no reason
to put it in a license) and other inappropriate uses of the Emulator,
but leave it open to the legitimate uses that I mentioned.

Unless they're just trying to drive hardware sales (which they
shouldn't care about much anyway), I don't see why it's so stringent.
