I have on my desk next to me a G1, purchased on eBay last week, that thinks it's a Dev Phone 1. It has no voice or data plan, just an (inactive) t-mobile SIM. It runs the SDK samples just fine. Search for activating a g1 with wi-fi. If you can develop Java apps, you can certainly do this.
