Just like you, I'm keen to ensure that the required source code is available, and Android continues to move towards being an open platform... But I don't think the comment above is correct. The only licence I am aware of that requires that each modified release is "marked as changed" in the source is the GPLv3, and I'm fairly sure none of the Android source is covered by this licence. If this is correct, then providing tags in the Android VCS is a courtesy rather than a requirement. Still, it would a nice commitment to the community if these tags were kept up-to-date.
