To me it means that "Devices" is how many devices an app is installed
on. Not "Active" in the sense that they're USING the app, but in the
sense that they at least still have it installed on a device. Flurry has
a very different sense of what an "active" user means, FYI.

If I have 5 devices, and an app is installed on each of them, I count as
one "user" but five "devices". Meaning that "Devices" can actually be a
larger number than "Users" without it being broken...though that's
probably unlikely.

"Users" is still in fact broken for me. Unless the nearly 2000 new users
per day that Flurry tells me about are ALL people getting the game on
new devices, and NONE of them are actually new users. Sigh.
