I don't see why they wouldn't roll it out to all devs.

Any "rage against developers" is not Google's concern. You will only 
experience that if you deal with your users in a negative manner. And if 
you do then beware the pitchforks and torches.

Most comments I'd let lie, but when they are misconceptions about the app 
or it's capabilities I'd love to be able to correct them. Things Like "1 
star cause I can't switch off the sound" which has been in the app since 
version 1.0. Fortunately I get very few of these, perhaps because I have an 
in-app message feed that reminds people about usage, so it's probably only 
1% of comments, but it's frustrating.
