Thanks Diane for your response. That is what I have right now, but the onConfigurationChanged() gets called way too often for a Service that is just interested in locale changes. Locale changes are very rare, where as orientation changes, keyboard state is way too often (and typically of no interest to a service). A separate intent would make things efficient.
