Isn't it possible that no one tries to access BT but still BT sockets
are created and used? for ex when bluetoothd is launched. Rather
shouldnt you tap OFF to ON state of BT adapter or may be
undiscoverable to discoverable mode change?

Also you can address such question on Bluez forums ..
