Any app is associated with an apk sitting on the device, otherwise you
couldn't run it.

ultimately this won't really be possible.  You can try full app
encryption in ICS, but basically, if you can run the app, you can copy
the APK.  Proof?  Consider the hacked rom that breaks into the vm and
just dumps out the APK.
