ARM has something called TrustZone (http://www.arm.com/products/processors/technologies/trustzone/index.php) which is similar to a PDF but as Brian mentioned, it seems to be up to OEMs to support such things. For example I've heard Samsung has phone features that take advantage of it now but I'm unsure if there's an API. There's also been a lot of work looking into TrustZone on behalf of various research programs, but I have been out of touch with these for about two years now so I'm unsure how they've progressed.
As a side note I would really love to see some full support for TrustZone within the AOSP (I'd prefer a full open source implementation and not something sticking in the closed Google Play Services stack).
