Well, I have a 'build.properties' file in my user directory (c:Documents and
Settingscford') on Windows running XP Professional.

I did not have an environment variable called 'USERPROFILE', but added and it
didn't change anything.

Here's the full output:

C:Documents and Settingscford>maven plugin:download -DgroupId=andromda -Dartif

actId=maven-andromdapp-plugin -Dversion=3.1-M1

 __  __

|  /  |__ _Apache__ ___

| |/| / _`  V / -_) '   ~ intelligent projects ~

|_|  |___,_|_/___|_||_|  v. 1.0.2

build:start:

plugin:download-artifact:

    [echo] repo is 'http://www.ibiblio.org/maven'

    [echo] trying to download http://www.ibiblio.org/maven/andromda/plugins/mave
