No, ipkg should download all stuff to tmpfs and clean up after that
itself.

Also, the only officially supported way to install Angstrom on PocketPC
devices is http://linuxtogo.org/gowiki/WinCeQuickInstall . Why "only"?
By 2 reasons: 

1. There're largely not enough resources in user-ready Embedded Linux
distros area (Angstrom's area), while there're lots of issues and
problems. So, prioritizing one set of features over others is the only
sustainable way to provide some reasonable level of user-readiness. The
priority for Angstrom is consistent device coverage, because before
Angstrom, there were just multiple feudal distros with limited
device support and trying to solve same issues again and again.

2. So well, there're no resources to support well multiple installation
methods. Now, why WinCeQuickInstall supports exactly *that* method? It
would be natural to support flash install, right? Not quite. First of
all, not all devices have flash support in kernel. Secondly, most
devices have rather limited amount of flash, and user would fill it up
rather quickly (which is your case).


So, based on the ideas above, there're 3 choices a user can follow with
Angstrom:

a) Use officially recommended installation procedure and have seamless
Ansgtrom introduction. Once user becomes more experienced, he can try
more advanced installation methods.
b) Hack Angstrom on his own to try to achieve what he wants.
c) Work on adding official support for more advanced installation
methods.

ipkg-link is not supported because some Angstrom core developers have
preconception against it. I hope by now you know what to do - apply ABC
above to this specific case. Adding more letters, but as another
example, it will be:

a) Use officially recommended installation procedure which was
deliberately devised to keep you away from such problems, at least at
the beginning.
b) Use ipkg-link at your own support and risk, understanding that using
explicitly unsupported tools is considered to "taint" your system.
c) Work on figuring out and resolving ipkg-link issues, or developing
another tool of similar purpose, but not having ipkg-link's issues.
