There is a list of packages the autobuilder builds and uploads to the feeds. You can ask for packages to get added so they can end up in the feeds.

Angstrom uses OpenEmbedded to build .ipk packages, so no knowledge of the package format is needed :)
Anyway, .ipk files are the same as .deb files, 2 tarballs wrapped with ar.
