I think you need to configure your routes on the C# side to always point to 
the main page of your application and let angular handle the rest.

Try this route configuration:

RouteTable.Routes.MapRoute(
                "Default",
                "{*catchall}",
                new {controller = "Index", action = "Index"}
                );

You may also need to configure your api separately:
(HttpConfiguration config)

config.Routes.MapHttpRoute(
                name: "DefaultApi",
                routeTemplate: "api/{controller}/{id}",
                defaults: new {id = RouteParameter.Optional}
                );
