Actually it is already solved. The description of relaying says:

"The relaying device MUST decrement the loop count within the
objective, and MUST NOT relay the Discovery message if the
result is zero."

Therefore, it is sufficient for the discovery initiator to set the loop count
to 1 if a link-local reply is required. Also, the discovery initiator can simply
discard any Divert responses if appropriate. We can note this in the text.
