Hi, This version resolves a round of post-WGLC comments, mainly from Michael Richardson.
There are various wording improvements and clarifications, and minor corrections. Also there are two real changes: 1. Slightly modified format for the Flood message, so that a separate locator can be associated with each objective if several are flooded together. 2. Added a flag bit to indicate that an objective is negotiated in dry-run mode. At the same time the text is now clearer about the way the flag bits are set. There's a detailed change log in the draft.
