You are right.  As do all the other documents in WGLC!
There are some editorial reviews with many outstanding issues (24).
It's on me to finish this, and I seem to be developing the cycles to do that.

We did somewhat intentionally leave this document open in the event that WGLC on
other documents would reveal text that ought to have been in rfc8366bis.

So, you are completely correct that we have to get them all done.
We knew, a year ago, that it would become a cluster of dependancy cycles.
